From the perspective of Hans Morgenthau, a prominent scholar of Realism, the balance of power among countries is maintained through various forms, with the “holder” nation acting as an “arbiter” to preserve the neutrality of the international system. This study applies Morgenthau’s concept of the balance of power to analyze France’s Indo-Pacific strategy. By employing document-based research, this study demonstrates France’s “adjusting” role in the Indo-Pacific regional power structure, evidenced by concrete actions. Accordingly, France not only seeks to maintain its influence by enhancing its naval presence and establishing military alliance mechanisms, but also maintains a neutral stance, adheres to a non-aligned ideology, and strongly advocates for peaceful conflict resolution based on international law. On that basis, the study provides insights and evaluations regarding the implications of France’s Indo-Pacific strategy in the context of increasingly complex power competition in the region, particularly as the strategic rivalry between major powers continues to intensify.
