‘CHANH TONG’ AND ‘PHO CHANH TONG’ IN THE ADMINISTRATION IN NAM KY DURING THE FRENCH COLONIAL PERIOD

Abstract
In the administration in Cochinchine under the French rule, the positions of Chanh tong and Pho chanh tong were classified as administrative staff receiving salary and having rank.
Chanh tong and Pho chanh tong is subject to the supervision and control of the provincial government on personnel and must be approved by the Governor. The author uses historical methods to study their roles and functions in the administration in Nam Ky during the French colonial period. The result shows that they were intermediaries between villages and provincial governments. They have an important role in the administrative structure of the French colonial government. They were responsible for passing orders from higher authorities to the villages and overseeing the implementation. They had to directly manage, check, and evaluate the performance of the villages.
