AN EVALUATION OF THE MANAGEMENT AND DEVELOPMENT OF LECTURERS IN TOURISM COLLEGES

Abstract

The article studies the development of teaching staff in tourism colleges.  A survey was conducted to examine the current situations of managing teaching staff in tourism colleges on planning and development; recruitment, the process of recruiting, using, and staff rotation; professional training and development; monitoring, evaluating; building working conditions and environment for lecturers. The results indicate that most of the management of teaching staff at these colleges were still conducted “on paper”, not synchronized and lack of unity. Some advantages found are competitiveness, transparency and clear recruitment criteria.  There are still many limitations in terms of recruitment sources and recruitment regulations. The reasonable and effective use of teaching staff have helped promote internal resources of colleges in carrying out their political tasks. The colleges are interested in synchronizing the training for lecturers. The teaching staff assessment partly meets the purpose of clarifying their professional capacities, qualifications, results of their work, political qualities, ethics, and lifestyle. However, the current evaluation of lecturers has revealed inadequacies. The policy to encourage teachers to devote to their teaching is still limited and not associated with salary increases, promotions, and wage
 level increases.
