Abstract

The political report and other documents at the XIII Congress have continuously discussed orientations on human beings determined in previous congresses, especially in the XII Congress. Based on new perceptions of the theory, changes of the world historical context and domestic contexts, the documents of the XIII Congress added and developed new contents and gave orientations to further ensure human security, creating the stable motive to develop the country in the next period. Using content analysis, the article generalizes basic contents on human security in the Document of the XIII Congress. The results of the analysis were then presented so that the party committees and authorities at all levels and the public can thoroughly understand and apply the spirit of the Document of the XIII Congress into life, contributing to ensuring the human right and legitimate interests of the human being and for the human being.
