MARINE RESCUE POLICY UNDER GIA LONG KING (1802-1820)

Abstract

 

In the early 19th century, many ships were shipwrecked due to nautical disasters . Realizing the importance of island sovereignty and the vital role of the country’s maritime boundary, Gia Long introduced many policies to control, exploit, and protect the sea, including a marine rescue policy. Adapting a historical – logical methods and documentation, this article is a study of the policy of marine rescue and the process of implementing the policy for Vietnamese and foreigner victims at sea of Vietnam (the South China Sea/Southeast Asia Sea). This policy includes the allowances such as providing money and food, repairing a broken ship, supporting victims to return to their countries safely. During the implementation, the level of favors for foreigners changed depending on the diplomatic relationship between Nguyen Dynasty and the country in distress. The rescue policy is one of thetypical elements of the view towards the sea of the Nguyen Dynasty in the early 19th century.
