ASSESSMENT OF STUDENTS’ LEARNING OUTCOMES BASED ON COMPETENCY AT PUBLIC SECONDARY SCHOOLS IN PHAN RANG - THAP CHAM CITY NINH THUAN PROVINCE: CURRENT STATUS AND SOLUTIONS

Abstract
This article examines the actual situation of implementing innovation to assess student learning outcomes in secondary schools in Phan Rang - Thap Cham city, Ninh Thuan province. The survey results show that the teachers and administrators were aware of the role, positions functions, and goals of student assessment, based on competency. They have changed methods for assessment, focusing on formative assessment and process assessment. However, the results at Phan Rang - Thap Cham City were still limited. Based on the results of this research, the article proposes some solutions to overcome the shortcomings in assessing students' competencies, contributing to improving the quality of teaching and learning of the city.
