NATIONAL SOVEREIGNTY IN CYBERSPACE: INTERNATIONAL AND VIETNAMESE PRACTICE

Abstract

Along with land, water, airspace, and underground areas within national territory, cyberspace is currently emphasized worldwide as an area of interest (domain) from the perspective of national sovereignty. Through data collection and based on international relations theories as well as a legal foundation, this article analyzes national sovereignty in cyberspace in which nations are actors that have different roles, levels of operation, interactive capacities, and interests in an international relations environment. The article also refers to national sovereignty in cyberspace via international practice in some countries and Vietnam through the policies of the Communist Party and the government and the implementation of these policies via various laws, notably the Cyber Security Law 2018. The study then strengthens the assertion of Vietnam's sovereignty in cyberspace as an important part of national sovereignty to pursue, promote, and ensure national security and interests in cyberspace.
