SOLUTIONS TO CREATE RESOURCES OF FEMALE DMINISTRATORS IN PRESCHOOL EDUCATION IN HO CHI MINH CITY

Abstract

The article analyzes and assesses the quantity and quality of female administrators in the preschool education sector in association with a diversified and enlarging context and network in Ho Chi Minh City. The results show that Ho Chi Minh City had implemented many policies on training and fostering female cadres of the city; the legal rights and interests of women were fully implemented; the material and spiritual life and health of the majority of women were improved and significantly enhanced. Ho Chi Minh City has actively developed and issued policies and guidelines related to women and gender equality. However, the quality of management staff was yet limited, and has not met the growing demand for the number of schools and classes; the qualifications and competencies of managers were varied in some preschools. The article proposes some measures to develop female preschool administrators: developing a plan to raise the qualifications of preschool teachers; developing administrators in preschools based on gender equality, ensuring the requirements of gender equality in personnel development; paying attention to the implementation of policies for the early childhood education such as overtime pay; support for preschool education; developing policies to attract preschool teachers; advising on amending the Labor Code regarding the retirement age (unchanged) for preschool teachers; actively participating in and monitoring the development of the Law on Teachers to improve the legal system related to female administrators.
