Abstract

After the Cold War, the US Government under the leadership of President Bill Clinton continued to realize its ambition to dominate the world, consolidate its position as a superpower, and expand US intervention and influence in many regions and countries around the world. To achieve the above goal, the US’s foreign policy toward other countries has changed many times. This article refers to the US’s foreign policy toward Cuba during the first term of President Bill Clinton (1993 - 1997). During this period, the United States continued to implement the Cuban Democracy Act (CDA) and partially applied the Helms/Burton Act along with many other economic measures that worsened the relationship between the two countries. Although the two sides also had several opportunities for peace, they were all missed. Research results show that Bill Clinton’s administration maintained a policy of political and diplomatic isolation, and did not attempt to normalize diplomatic relations between the two countries.
