DEVELOPING A LEARNING COMMUNITY IN A LEARNING CITY: A CASE STUDY OF THANH AN ISLAND COMMUNE, CAN GIO DISTRICT, HO CHI MINH CITY

Abstract
This paper examines the development of a learning community in Thanh An Island Commune, a geographically isolated area within Ho Chi Minh City, in the context of Ho Chi Minh City’s participation in the UNESCO Global Learning Cities Network. Employing a mixed-methods case study approach, the research integrates policy analysis, expert interviews, and household surveys to provide comprehensive insights into community learning dynamics. The findings reveal significant progress in educational universalization and enhanced public awareness of the benefits of education. However, challenges remain, including geographical isolation, socioeconomic constraints, inadequate infrastructure, and limited engagement in lifelong learning activities The paper highlights the importance of the City’s policies in supporting the Island Commune, particularly through special economic development programs, job creation, and occupational transformation. Furthermore, the research proposes the strategic adoption of digital technologies and distance learning platforms as viable solutions to address human resource shortages and strengthen community capacity These strategies aim to establish Thanh An as a sustainable learning community while contributing to the development of Ho Chi Minh City as a global learning city.
