Abstract

In January 2025, the Ministry of Education and Training issued Circular 02/2025 defining the Digital Competence Framework for Learners — the foundational competence of global citizens in the 21st century. This digital competence framework serves as the basis for educational institutions to research, supplement, and update digital competence requirements for learners within curricula, learning materials, instructional materials, and other resources. This article aims to propose orientations for developing digital competence for high school students through the Literature subject. The study uses theoretical research methods, including analysis, synthesis, and modeling, to propose procedures and measures for integrating digital competence objectives into high school Literature teaching and learning activities. The scope of the research focuses on two digital competence domains that align with the characteristics of the Literature subject: communication and collaboration in the digital environment, and digital content creation. By examining the 2018 Literature curriculum and the structure of the learners' digital competence framework under Circular 02/2025, the study proposes procedures and measures to integrate digital competence objectives into the teaching of reading, writing, speaking, and listening skills in Literature. The findings of this research provide orientations to assist teachers in designing Literature lesson plans that integrate digital competence development objectives for high school students, thereby contributing to meeting the demands of the digital transformation era.
