This article examines the impact of management factors on the development of school culture in the context of implementing the 2018 General Education Program at high schools in Ho Chi Minh City. The study applies the PDCA management cycle, focusing on four core elements: planning, implementation, evaluation, and adjustment. Data were collected from 771 school administrators, teachers, and staff at 109 schools through surveys and statistical analysis. The findings indicate that planning and evaluation have a positive influence on building school culture, while implementation and adjustment remain limited. The regression model reveals that management factors explain 27.3% of the variation in school culture development. The study suggests enhancing the effectiveness of each phase in the management cycle, especially implementation and continuous improvement, to foster a positive educational environment aligned with the goals of comprehensive education reform.
