Abstract
This paper presents the findings of a cross-sectional survey assessing the quality of the community learning society model in Con Dao Special zone, with a focus on public awareness and participation, the effectiveness of learning formats, and evaluations of learning programs in terms of content, methods, and implementation formats. Based on responses from 241 residents using a quantitative questionnaire, results show a generally positive reception from the community. Practical-based learning formats—such as project-based learning, family-enterprise learning models, and online learning—received high ratings. However, actual participation rates remain low, indicating a gap between awareness and action. The study highlights the need for stronger communication strategies, diversified content and delivery methods, recognition of informal learning, and improved staff capacity. These findings offer practical implications for policymaking in other geographically isolated or island-based localities.
