Abstract

The study focuses on analyzing the current status and proposing solutions for developing digital competence among public high school students in Ho Chi Minh City (before July 2025) using the PDCA cycle approach (Plan-Do-Check-Act). The results indicate that the level of implementation of activities (planning, organization, monitoring and evaluation, improvement) is relatively high and consistent, but the level of achievement is significantly lower, with prominent limitations in status surveys, establishing a steering committee, setting objectives, and continuous PDCA application. Specific solutions proposed under PDCA include: Plan (establishing a steering committee, initial-year surveys, SMART planning); Do (teacher training, integration into teaching, resource mobilization); Check (ISTE criteria set, multi-form evaluation); Act (quarterly adjustments, building digital culture).
