Abstract

This article presents a literature review aimed at conceptualizing quality culture in multi-level general education schools in Vietnam. It draws on foundational approaches to quality culture, particularly the European University Association model and subsequent developments in higher education, while examining how these models can be extended and adapted to general education settings. The study's methodology includes theme analysis, mapping, and a systematic examination of the literature. An initial dataset of 240 Scopus-indexed sources was identified; after applying the publication-period criterion of 2013–2025, 148 sources remained. Through content screening, 41 directly relevant studies were selected for in-depth analysis. Using Connected Papers as a visualization aid and thematic analysis as the interpretive procedure, the 41 studies were classified into five thematic clusters. The findings indicate that quality culture can be understood as a dual-layered construct combining cultural–psychological elements and structural–managerial elements, connected through leadership, communication, trust, participation, and mutual learning. The article contributes to extending the theoretical framework of quality culture from higher education to multi-level general education schools and provides a conceptual basis for future empirical studies on developing and measuring quality culture in Vietnamese general education.
