21世纪以来,国际学生规模呈指数级增长。传统推拉理论将学生流动归因于母国的‘推力’与目的国的‘拉力’,然而,随着区域化流动兴起与数字技术渗透,迁移决策的复杂性远超经典模型的解释范畴。本文通过系统综述近20年的跨国实证研究,重构推拉理论的分析框架,揭示政治稳定性、社会网络数字化等新兴因素如何重塑全球学生的流动图谱。研究为高等教育国际化政策提供了理论支持,并提出了优化人才流动格局的政策建议,包括提升教育质量、增强就业市场衔接以及改善政治社会稳定性。
